For anyone who runs into this issue in the future. It was the JDSU transceivers that were incompatible. I replaced them with Finisar FTLF8524P2BNV transceivers and have my full 2500 Mbps on all 4 links over 1m aqua cables. I have pasted my new SFP diagnostic info below as well. Thanks!
